Kentucky State Homecare Program
The statewide Homecare Program was established in 1982 by the Kentucky General Assembly. Homecare provides supportive services to the frail elderly who are at risk of institutionalization. The program is available in all 17 counties of the Bluegrass Region. In all but Fayette County, Homecare is operated from the local Senior Citizens Center. In Fayette county direct services are contracted with a provider selected through a bid process.
Services
The goal of the Kentucky State Homecare Program is to provide basic services to the frail elderly who have functional disabilities or chronic health/social problems that will allow them to remain in the community and prevent early or unnecessary institutionalization.
The Homecare Program provides the following services:
- Home Management
Shopping, meal preparation, laundry, and routine household care.
- Personal Care
Routine bathing, shampooing, mouth care, skin care, shaving assistance in dressing and reporting health needs.
- Home Delivered Meals
One hot meal delivered daily, Monday through Friday
- Respite Care
To provide relief to those who normally care for an individual unable to be left unsupervised.
- Escort
Pick up, accompany, and return persons going to doctor, dentist or other essential services
- Chore
Heavy house cleaning duties, minor home repairs.
- Home Repair
Repair of the home, and installation of modification, adaptation, and safety devices.
Eligibility
To be eligible to receive Homecare services an individual must be 60 years of age or older and determined eligible by a qualified case manager. Individuals must need assistance in two activities of daily living such as eating, bathing, dressing, toileting and getting in and out of bed or three instrumental activities of daily living including meal preparation, laundry housekeeping, and grocery shopping. They may also have a combination of deficiencies to be eligible for program services.
Cost
Homecare services fees are based on the recipient’s income using a sliding fee scale.
Application
A referral to the Homecare Program does not have to be made by a health care professional. Anyone who is concerned about an individual may call the Homecare Program in their county and make a referral. The caller must have basic contact information and knowledge of the general services needs. Most county programs do have a waiting list for Homecare Program services.
